Position Title: Solid Waste Coordinator

Union: Non-Union

Reports to: Planning Director

FLSA Classification: Non-Exempt

Department: Planning Department

General Position Summary:

The position primarily provides administrative assistance for the Household Hazardous Waste and Recycling Program, as well as a range of special projects to assist in implementing the Program’s mission. This position performs various clerical duties, customer service, materials management, and communication with county staff, the public, Commissioners and intergovernmental entities.

Essential Functions (in a typical work week):

Assists Program Specialist by responding to customer calls and inquiries about events, the program and services.
Assists Program Specialist with updating and maintaining Tri-County Hazardous Waste and Recycling Program’s website and any related social media accounts (Facebook, Instagram, etc.).
Provides support for event registration, including managing sign –ups for households and businesses.
Prepares research, documents and reports and completes special projects as assigned.
Enters vendor and other invoices for AR/AP.
Opens mail and distributes as appropriately.
Data entry for various reporting.
Coordinates and prepares materials for various meetings, including the Steering Committee.
Prepares, composes, types and edits a variety of correspondence, reports, memoranda and other material requiring judgment as to content accuracy and completeness.
Digitizes and organizes various program records, archives materials.
Assist with hazardous waste collection events and recycling activities.
Provides basic administrative support (public notices and meeting minutes) to Household Hazardous Waste and Recycling Program Steering Committee.
Stays up to date on trends in hazardous waste and materials management, as necessary for Program outreach.
Promotes waste prevention and recycling through means of desktop publishing, maintenance of website and blog, monthly newspaper column, e-newsletter and related community-based social marketing.
Works with businesses, institutions, government offices, schools and haulers to implement enhanced commercial recycling services.
Works with community organizations, media outlets, and others to promote events and program.
Attends community events throughout the Tri-County region to promote the program.
Sets up signs, tables, and other materials for events including prior to and after events.
Responsible for maintaining program vehicles and storage of materials.

Secondary Functions (in a typical work week):

Maintains various materials including Clearstream, compost bins, and Preserveware
Manages vehicle fleet including routine maintenance schedule.
Attends professional development workshops and conferences to keep abreast of trends and developments.
Helps promote recycling and waste prevention services through presentations, phone calls and face-to-face contacts.
Creates and/or maintains records, files, and other information systems related to program functions and activities.
Occasional evening/weekend travel to facilitate events, attend meetings, events or conferences, may be required.
Other duties as assigned

Responsibility/Accountability:

This section of the job description describes the amount and breadth of responsibility and accountability that rests with the position, including the expected results of the position, the impact on County operations and activities, and the responsibility for budget.

Minimal influence on organization operations, programs, and expense or budgetary outcomes. Dollar amounts influenced would be considered small. Responsibility for the prudent use of assets does not extend beyond own work responsibilities. While public contact is a part of the position’s responsibilities, supervisory action would prevent or correct most issues.

Interpersonal Skills/Contacts:

This section of the job description describes the characteristics of personal interaction with others including the frequency of contacts with others, the breadth of interactions (within the County, outside the County, with vendors/contractors, dealing directly with the public, etc.), and the level of persons interacted with. Also, included in this section is the reason for contact such as gaining cooperation; use negotiation, tact, teamwork, and sensitivity; or the likelihood of dealing with disagreeable or hostile individuals.

Positions at this level have responsibility for contact with wide range of individuals including County employees, the public, and those with contractual or other relationships with County operations and programs. Internally, the primary contacts are made equally with the individual’s own work group and other departments. The contacts are both of a routine and non‑routine nature and require some discussion or explanation. Some adverse or positive consequences may result from these interactions. Contacts can be in both one‑on‑one situations or group settings. Communication and interpersonal skills are fairly important and require some refinement for the successful completion of job responsibilities. Positions that have substantial contact with a wide range of individuals, but the contact is limited in scope, should also be placed at this level.

Supervision of Employees:

This section of the job description describes the supervisory responsibility assigned including the range and types of supervisory functions performed, from directing work activities and delegating assignments to coaching, counseling, making disciplinary decisions, hiring, firing, salary actions, performance appraisal, training, etc. as well as the types of employees supervised.

Positions at this level are not responsible for any supervisory functions or responsibilities, but may occasionally be asked to orient and/or train new employees.

Working Conditions:

This section of the job descriptions outlines the work environment, conditions, and hazards that are encountered in the course of assigned work. Physical Requirements:

This section of the job description describes the physical effort and manual labor, such as sitting, standing, lifting, carrying, digging, operating equipment, performing with speed, etc., as well as the dexterity required to complete the job functions. The need for travel, extended hours, and situations of physical discomfort are also outlined here.

Positions rated at this level require occasional physical effort such as light lifting, carrying, or movement, etc. Physical capability involves use of office or power equipment where some dexterity is needed. Movement around the work space is not challenging, and there are little to no restrictions on mobility.

A valid driver’s license is required as an essential function of this position.

Education, Experience, and Certification/Licensure:

This section of the job description outlines the education, previous experience, professional licenses, certifications, and specific skills necessary to perform the assigned work.

Positions at this level require abilities, skills, training, and/or knowledge base equivalent to a senior level technician or para-professional capacity. Positions require abilities, skills, training, and/or knowledge base equal to those gained in a two-year technical or vocational program beyond high school. Positions at this level may also be generalists whose knowledge base must cover a variety of areas, but not in great depth. Two to four years of previous related experience is typically required. The ability to identify variations from the norms, seek answers, and do initial problem solving are aspects of job requirements.

Below is an outline of the specific Education type, Experience type or licensure/certification that is required for this role. The County will also consider any equivalent combinations of the qualifying criteria.

· Two (2) year Associates degree required, Bachelor’s degree from a four (4) year college or university preferred with at least two years progressively responsible experience involving conservation program or public information and outreach responsibilities, teaching or the marketing and sales of intangibles; or an equivalent combination of training and experience.

  • Working knowledge of: Waste reduction methods, programs and activities; principles, practices and techniques of public relations and marketing; principles, practices and techniques of project planning and management; English grammar and composition; recordkeeping techniques; Proficient with MS Word, Excel and related programs.
  • Skill to: Communicate effectively both orally and in writing; recruit, coordinate and direct volunteers; plan and organize work effectively; establish and maintain harmonious working relationships with government bodies and the public; motivate people to participate in waste reduction, recycling, or composting community programs; prepare and deliver oral presentations to public and private groups; work with students, teachers and school administrators; work with members of the business community.
  • Ability to: Attend weekend and evening meetings/events/conferences as required. This position is responsible for being at up to 21 events per calendar year, many which fall on weekends.

· Need to obtain 24-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification with n six months of employment, and subsequent annual HAZWOPER 8-hourrefresher training certification.

· Blood Bourne Pathogen training required prior to working hazardous waste events.
